Over the past few years, VMWI has worked with various agencies in the State of Delaware to successfully implement the goals of Governors Ruth Ann Minner and Jack Markell in making the Government's services available to the citizens and businesses around the clock and in the comfort of their own homes or businesses. The services of the Government for the people, by the people and of the people are now available to them at their fingertips.

 

Licenses

Business Licenses and Registrations:

One Stop Business Registration and Licensing (OSBRL) is a service provided by the Delaware Division of Revenue and the Department of Labor. New businesses may use this site to register themselves as well as obtain licenses online. License fees, where needed, are paid online. Tax payers may print temporary licenses immediately at the end of the application process. Other features of this site include:

  1. A user friendly Q & A interview format to complete the application process.
  2. Ability to complete the application in several sessions.
  3. Minimize repetitive data entry.
  4. Generate reports for the DOR and DOL for reconciliation and further processing.
  5. Print copy of completed applications, receipt and temporary license.
  6. Administrators can track completed and incomplete sessions.
Hunting Licenses:
This is a comprehensive module to create and issue Hunting Licenses for residents and non-residents of the State of Delaware. These licenses are issued by the Department of Natural Resources and Environmental Control (DNREC). The following licenses and tags are issued online.
  1. Resident Hunting License.
  2. Non-Resident Hunting License.
  3. Non-Resident 3 day Hunting License.
  4. Resident Hunter Choice Deer Tag.
  5. Non-Resident Hunter Choice Deer Tag.
  6. Resident Quality Buck Deer Tag.
  7. Non-Resident Quality Buck Deer Tag.
  8. Resident Trout Stamp.
  9. Resident Young Angler Trout Stamp.

In addition to the Public facing site, there is a comprehensive Administrative site to do the following:

  3. Report courses taken during the past year in order to maintain their license.

State Park Passes

Allow Residents of Delaware and Non-residents to obtain Park Passes online. Administrators can create and configure the following licenses for sale. The sale of these permits can be limited to certain periods in a calendar year. Some of the passes on sale at present include the following:

  • Delaware Resident Senior Citizen Vehicle.
  • Non-Resident Vehicle.
  • Non-Resident Senior Vehicle.

Registrations

Program Registrations :
This module allows parents to register their children for summer camps held at various state parks as well as adults to register themselves for various state park events.

Boat Registrations :
Boat owners operating boats in Delaware waters may do the following online :

  • Renew registrations for one or three years.
  • Indicate address change.
  • Obtain Boat Ramp Certificate. Obtain duplicate decal.

A live link to the database containing boat owners information makes this system easy to use in real time. Once renewal requests are made and the registration fees are paid, administrators need to approve the payments or address changes so that they are permanently stored in the database.

Surf Fishing Permits

Residents and Non-residents of Delaware can purchase Surf Fishing Permits online through this module. Delaware Residents automobile registrations at the Delaware Division of Motor Vehicles is verified online in real time to allow the Residents to buy licenses at a lower price than Non Residents.

Asbestos Notification

This pioneering Delaware Online Asbestos Notification System (DOANS) is one of a kind in the nation which the other 49 states are trying to emulate. It is a far cry from the now defunct ACTS legacy system. This system allows Contractors to notify the DNREC's Air & Solid Waste Division about demolition, renovation that may have Asbestos in them. Upon receipt of these notifications, DNREC may approve these notifications whereupon they are available on the website for public viewing, request further information or reject the notification. In the back-end, DNREC inspectors may track inspection reports, generate reports needed for state use as well as to meet EPA requirements. It is also possible to provide online access to EPA, if and when needed.

Outdoor Magazine Subscriptions

This module allows subscribers to buy a new subscription for oneself or a friend, renew a subscription, enquire about a missing issue, change his/her subscription address online. Admin site features several reports for tracking cash flow, generating mailing labels, edit subscriber information, among others.

Merchandise Sales

This is a site for the State Parks and Recreation Division that facilitates online sale of merchandise that are usually available at State Parks Gift Stores. In addition to the Online Sale from a Catalog, this site contains an inventory module that keeps tracks of the items and informs the administrator to reorder items once they reach a certain pre-set level.

Water Usage Reporting

This site allows Water Utilities and other companies report their Water Usage online throughout the year.

Department of Labor - A Better Chance

The DOL - ABC enables unemployed users to register themselves for the provision of employment, and employed users of an organization to maintain their activity hours using their Maintaining Client Information (MCI) number. This application was formally designed in VJ++. Now, we have converted the platform to ASP.NET, to enhance the usability of the application.

Office of Highway Safety - DUI Tracking System

The DUI Tracking System is a web-based application to guide the client who is suspected of drunk driving, through the counseling or treatment process. This system tracks the behavior of DUI Client from the time of conviction through the duration of their treatment program and subsequent completion.

DERP flags all new DUI convictions on a real-time basis, creates a client record by automatically populating data from the mainframe, based on instructions from Court and Department of Motor Vehicle (DMV). The DERP then forwards the client record to a Provider who may be In-State or Out-State based on client’s request. Now, the provider guides the client for treatment or counseling and updates the record upon successful completion or failure to complete the treatment.

Financial Solutions - FABTrac

This is a Loan/Grant Management and Tracking system. It is a user friendly system that makes it easy to track a Project/Loan/Grant from Application, Loan closing, Payments and final Pay-off. The Financial Assistance Branch (FAB) previously had a legacy application (FABLoan) for Loans and tracked its Projects and Grants through spreadsheets.

FABTrac, the new system, integrates FAB Loan, Project tracking system and Grant Tracking System into a single web-based application.

DOJ & DELJIS - Prosecution Charging Initiative

The Prosecution Charging Initiative (PCI) is a system for the Delaware Department of Justice for the creation of Indictments, Informations and Petitions to be filed in the Superior, Common Pleas and Family Courts of Delaware.

The System provides the drafter of charging documents with the tools necessary to craft these documents in a manner tailored to the facts and circumstances of the case. At the same time the system will satisfy the needs of the criminal justice system for insuring that the charges contained in the documents are accurately reflected in the information system that support the criminal justice enterprise.

DOR, DOL & GIC - One Stop Business Registration and Licensing

This is a web-enabled application that would improve and simplify the current multi-agency business registration with Delaware Department of Labor (Unemployment Insurance and Workers Compensation) and the Department of Finance Division of Revenue. The application is designed in Question and Answer format, such that the agency can complete their registration process in a user-friendly manner. After successful registration, the Internal Revenue Service (IRS) provides each agency with a unique Federal Employer Identification Number (FEIN).

Incase if your session closes during the business registration process, the agency can continue their registration from the form where the session ends, using their Session ID and Password.

Each agency will have access only to the data file including information relevant to that agency, and also the permission to access the database records for renewal or any other purpose after final submittal is denied. Thereby enhancing the privacy and security of the business users.

Gross Receipts Tax System

Delaware tax payers can use this system to file their Delaware gross receipt tax return and make either a full or a partial payment of the liability online. Filings are accepted for the current and previous years. Tax payer can make their payment via credit/debit card or by an Automated Clearing House (ACH) transaction from their checking account. In the event that they are unable to complete their gross receipt tax return in a single session, they can continue the tax filing from the point where the session ended using their Session Number and Password. After filing the return, they can print a copy of their return and receipt of payment for their records.

Laboratory Information Management System – LIMS

LIMS integrates Accession details (Holding Room, Necropsy Observations & Tests Requested), Testing details (Virus Isolation, Bacteriology, Histopathology, Serology, Molecular Testing, Monoclonal, Special Tests, IBD Challenge & Research Project), Inventory, Billing, Storage of images or files for reference, Send Reports / Bills to Clients vide Email or Fax from the system, Generate Reports, Generate Worksheets to facilitate data entry work, Administrative tools to create users and assign rights according to their roles, Database management utility (backup or restore) and Advanced Search option with Boolean Search options.


Each activity involved has been thoroughly analyzed and automated to facilitate the day-to-day operations of a poultry Lab. This end-to-end automation coupled with advanced search features and detailed reporting capabilities make this a very effective tool for the poultry industry.

Delaware Coastal Programs

Delaware Coastal Programs is an intranet application that tracks the Coastal zone project proposals consistency review of the applicants and post decision activities on review results and recommendations. Once the consistency review has been completed by the Delaware Coastal department, the project applicant will receive either ‘Consistency Concurrence’ or ‘Denial of Consistency Concurrence’. The decision as ‘Consistency Concurrence’ means that the Coastal Management Program agrees that the proposed project is in keeping with its’ policies and the project may proceed. In case of the decision as ‘Denial of Consistency Concurrence’, the project may not proceed unless it is modified to adhere to the Coastal Management Policies.

Guardianship Accounting Process

Guardianship Accounting Process web based application is to replace the current paper based Court of Chancery Guardianship accounting processes that would allow Guardians to complete “first time” and then regular, annual and “final” accounting. Estates / Trustees are expected to use the same process, although unlike the Guardianship, the second filing and filings thereafter until final accounting are completed biennially.  This application has been designed in the form of a guided session that would prompt the user and gather all the information required by the Courts. The application will store the data for all filings. Schedules will be calculated and the resultant numbering will be illustrated in the summary. The system will allow for communications between the program, the Court and the guardian/interested parties. The communications will be in the form of emails from the application to the guardian/interested parties and/or to the court.
